History - how SCPY came to be and the organizational process
1999
     The Council received their tax exempt, non-profit 501 (C) 3 status.
     The organization ran out of money.
     October, 1999 there was new grant funding and Greg Wolf was hired as director.  He resigned October 10, 2000.
 
2000
     A banner was made with Scott County Partners for Youth Council, Inc. on it and the claps hands to use at fair booths, chili cook-off and any other appropriate place to promote the Council.
     Sheila Boyd was hired as facilitator for the Parenting Support Group.
     The "Wall" was constructed.
   
       November 7, 2000 Karla Norstrom was hired as director.  She resigned October 8, 2002. 
        The Interagency committee was eliminated because it had completed its work.
     
  2001
       The vision statement was changed to read:  Scott County will strive to be a community where youth and families lead positive, secure and happy lives, gaining skills and knowledge necessary to become productive citizens.
      
  2002
       The committees were reorganized to fit the strategic plan.  The Safe & Drug Free Schools committee was no longer needed for the school since the grant is no longer in force.  The current committees are:  Community Education, Youth Development, Council Development, Financial Management & Sustainability.  These committees had quit functioning by the end of the year.
       We ran out of money to pay a director.  OPEN-K made a donation to the council which paid a director until she resigned in October.
      The first annual Mud Volleyball Tournament was held on July 4th.
      A Pamphlet was written to educate about the Council and to solicit donations.
       The Council joined the Youth Volunteer Corps of American (YVC) - $400/yr.
   
  2003
        Bob Mulch, President, recruited five teenagers to be members.  They became very active and involved in the tobacco issue.
