History - how SCPY came to be and the organizational process
1995-1996
     It took the 1995-1996 school year to firmly establish the coalition.  Much brainstorming and discussion went into choosing the name Scott County Partners For Your Council, deciding on a format for the meetings, determining what committees were needed and writing the mission, vision, and belief statements.  Ann Schumacher and Betty LaToush served as co-chairman during the coalition forming process.
     The four committees decided upon were:  Safe & Drug Free Schools (to meet the requirements for the school grant), Community Involvement, Parenting, and Interagency.
     The mission decided on:  To strengthen families through collaboration and
cooperation, community awareness, education and creative problem solving.
       The vision statement decided on:  That Scott Community will be a place where families and children feel safe; feel connected to their community; parents are recognized as the most influential factor in children's lives; collaboration is facilitated and commitment exists to meet the changing needs of families.
       The belief statement decided on:  The Scott County partners for Youth Council believes that families are the foundation of our community, family authority is undermined by many negative influences, and family and community cooperative effort can overcome negative influences.
       In order to pay for postage and other organizational expenses it was decided to have each member agency contribute $50 a year to the Council.
   
  1997
       Adopted the clasp hands logo and decided upon the color blue to be used on all Council promotions.
     Ann Schumacher resigned.
   
  1998  
         On April 13, 1998 the Council received it's Articles of Incorporation and became The Scott County Partners for Youth Council, Inc.  By-laws were written and approved.  Annual meetings are held each year.  A voting board of up to 20 members is elected each year.  All members, whether board members or not, are encouraged to attend all of the meetings.  The Council does not wish to exclude any interested persons from being involved.
     On June 9, 1998 Renata McCulloch was hired as contract labor to be director for the Council.  She resigned June 30, 1999.
      The clasp hands logo was completed and approved and letterhead was developed.
